A venue providing meals and beverages has had its operating licence revoked following allegations that it was trading beyond permitted hours.
Red Sea, found on Shaftesbury Parade in Harehills, is alleged to have repeatedly breached the conditions of its premises licence.
Councillors were told that five visits were conducted by officers from the police and licensing department between September and January after complaints regarding high noise levels were received.
Licensing officer Victoria Radford explained that the most serious issue was that CCTV recordings proved the venue had been trading well beyond its permitted trading times.
A licensing sub-committee heard that the premises was located in an area experiencing problems with alcohol-related crime and public nuisance.
PC Neil Haywood said the neighbourhood faced considerable difficulties stemming from licensed venues.
The hearing was told that West Yorkshire Police had requested CCTV footage but this had not been provided.
According to Leeds City Council, the business had failed to display its licence documentation and did not have equipment to test alcohol levels.
Compliance with licence conditions had shown signs of improvement during an inspection carried out in October close to where Harehills Lane meets York Road.
However, the situation deteriorated during later inspections.
PC Haywood observed that attempts had been undertaken to improve how the venue operated but these had simply not produced positive outcomes.
The hearing was also informed that a separate application had been submitted concerning a change in management arrangements.
Tim Saleh, who represented Red Sea, argued that other businesses in the surrounding area were not subjected to the same level of scrutiny.
He pointed out that they had shown they could rectify certain breaches.
Mussie Azeze, who helps manage Red Sea, said there were no residential properties situated above or adjacent to the premises.
He further stated that to their understanding, no local residents had lodged any complaints.
Elected members revoked the licence during the meeting on Tuesday at Leeds Civic Hall.
Red Sea Bar and Restaurant would have a period of 21 days to appeal the ruling at a magistrates’ court.
