Proposals have emerged for commercial development on land in Leeds that formerly housed the Yorkshire Post printing operation.
Urbanite Leeds Ltd has submitted plans for office buildings on the Wellington Street location after an earlier scheme for student housing encountered difficulties.
The revised blueprint encompasses two towers measuring 15 and 17 storeys respectively on the footprint cleared when the newspaper facilities were torn down in 2014.
Earlier approvals had sanctioned residential towers of 42, 32 and 25 storeys for the same plot.
According to documentation filed with the local authority, the student accommodation proposal proved problematic to execute at the approved scale.
The applicant’s planning statement indicated that comprehensive redevelopment proved challenging due to competing interests from multiple developers seeking to construct separate elements of the site, with some uses already having consent while others would require fresh approval.
The latest submission covers northern sections designated as blocks A and B, where office accommodation, a licensed premises and a medical facility could be established.
A separate developer would be responsible for a third parcel positioned adjacent to Armley Gyratory and the River Aire.
Planning permission for block C and the riverside corridor would be pursued independently by another party at a later stage.
Land to the east of the site already accommodates 242 rental apartments under the Headline development, which has been completed.
The planning submission claims the scheme could generate in excess of 4,000 employment positions and contribute approximately £2.65 million toward city infrastructure improvements.
The document suggests the scheme would advance broader area regeneration efforts and create opportunities for local residents to obtain construction-related positions, apprenticeships and vocational training alongside permanent roles upon completion.
Leeds City Council’s planning department is examining the full application, with the public consultation period running until mid-October.
