Britain is preparing to activate former military personnel as part of intensified efforts to address escalating security concerns related to Russia, with an exercise scheduled for the coming year.

The initiative aims to evaluate how effectively the nation can respond to a worsening threat environment emanating from Moscow.

Veterans from the Army, Royal Navy, and Royal Air Force will be selected from the United Kingdom’s strategic reserve, which comprises approximately 95,000 individuals, to determine whether they can be reached, summoned, and provided with necessary equipment should an emergency arise.

Armed Forces Minister Louise Sandher-Jones indicated that the mobilisation would occur on a scale not witnessed for many years, although the precise number of former service personnel to be involved remains undisclosed.

The exercise will examine a framework that senior defence officials have repeatedly stated is presently incapable of adequately tracking and recalling former members of the armed services.

Lord Robertson of Port Ellen, who oversaw last year’s strategic defence review, previously disclosed that authorities lacked knowledge of the whereabouts of the majority of reserve members and advocated for renewed efforts to locate and prepare those who remain accessible, physically capable, and willing to serve again.

Air Chief Marshal Sir Richard Knighton, serving as Chief of the Defence Staff, has similarly cautioned that the United Kingdom does not possess a functioning mechanism for monitoring and communicating with recent military leavers.

Sandher-Jones presented the strategy to the House of Lords’ national resilience committee on Monday.

She stated that the strategic reserve represents a genuine obligation for those enrolled within it and that they would be tested as part of the forthcoming year’s training programme, encompassing procedures for summoning, deploying, equipping and all associated operational protocols necessary for proper utilisation of the reserve.

She noted that the reserve had seen considerably reduced utilisation throughout her career while emphasising its increasing significance given prevailing security conditions.

The strategic reserve encompasses former armed forces members who retain liability for recall following their departure from active service, distinguishing it from the United Kingdom’s nearly 32,000 operational reservists who serve on a voluntary part-time basis.

Under current legislation, all former regular and reserve officers remain subject to recall at any point, though the Ministry of Defence bears responsibility only for maintaining contact with former personnel for six years subsequent to their departure from full-time service.

The administration is additionally pursuing expanded authority to summon veterans through forthcoming legislative measures contained in the new Armed Forces Bill.

The upper age limit for potential call-up would increase from 55 to 65 years, while the conditions required for mobilisation would shift from situations involving national danger, great emergency or attack in the United Kingdom to encompass war-like preparations.

These modifications are projected to take effect during spring, coinciding with intensified British preparations for potential large-scale military conflict.

Defence strategists have expressed growing concern that the United Kingdom could encounter direct engagement with Russian forces prior to the conclusion of the current decade.

Relations between Moscow and the NATO alliance continue to deteriorate, with Russia having issued warnings regarding potential action against British facilities manufacturing unmanned aerial vehicles for Ukrainian operations.

The United Kingdom’s standing army presently numbers approximately 71,000 fully trained soldiers, representing its smallest configuration in more than two centuries.

Nevertheless, the Ministry of Defence revealed the previous week that enlistments exceeded departures throughout the full-time military services for the initial occasion since 2021.

The Army expanded by 170 personnel, the Royal Air Force by 840, while the Royal Navy and Royal Marines increased by 440 members.
