Starting late October, residential projects involving up to nine dwellings will bypass the standard committee review.

The policy shift reflects broader government objectives of accelerating planning determinations.

Currently, local ward representatives retain some influence over planning applications, with the ability to escalate proposals to the Skipton and Ripon Planning Committee.

However, this intervention mechanism will soon be eliminated, limiting direct councillor involvement in development decisions.

The updated National Planning Policy Framework introduces more flexible delegation procedures.

Planning applications will now be categorized into two distinct schedules, expanding officer authority in determining smaller residential projects.

Officers will handle most applications automatically, with limited exceptions for councillor or officer-initiated proposals.

Consultative periods will still allow public engagement, though traditional call-in rights disappear.

The framework requires applications reaching committee level to demonstrate significant local impact across economic, social, or environmental dimensions.

The council’s planning leadership emphasizes maintaining processing efficiency.

Government monitoring means potential intervention if decision-making targets are not consistently met.

Automated notifications through the planning portal will help keep stakeholders informed about application progress.
